Manohar Parrikar orders inquiries against civil servant and RTI activist Kashinath Shetye

Chief Minister Manohar Parrikar has ordered inquiries into the activities of Goa Government servant Kashinath Shetye, who is a Junior Engineer at the Electricity Department. Shetye has filed 195 litigations in regards to corruption, environment issues and mis-governance against different government agencies and officials. Questions have been raised earlier on whether his social activism had affected his government job.

“A dedicated senior officer of AGMUT-cadre with the assistance of Vigilance Department will probe into violation of CCS (Conduct) Rules. The issue is very serious and this person (Shetye) has violated every rules and regulation, Secrecy Act, etc,” Chief Minister Manohar Parrikar was quoted by Oheraldo while replying to a starred question by legislator Nilesh Cabal in the Assembly yesterday.

CM in the reply has revealed that Shetye has filed 195 court cases and submitted 459 leave applications to the electricity department. However, Power Minister Pandurang Madkaikar has revealed that as per the records available with him, the department was in reciept of around 900 leave applications, half of which were for half a day.

Power Minister further informed in a written reply no prior approval was taken by Shetye before filing these court cases.

“How it is possible for him to travel from Xeldem (Shetye’s place of posting) to appear in different courts/forums? Most of the leaves are half-day. So when was he on duty? There are also some leave applications wherein he has taken continuous 18-19 days holiday in one month. He seems to be having a free run at the cost of the government,” the CM was quoted by Oheraldo.

“I can understand if a person files one-two-three cases but he has been filing a number of petitions in different courts. What is his contribution towards his work in the government department then,” the CM questioned.

Parrikar further informed that inquiries would cover all aspects such as analyses of his leave, who santioned it etc. “I cannot tell many things because you have also moved a privilege motion against the person so some investigation is a part of privilege motion,” Parrikar said.

A privilege motion was filed by BJP MLA Nilesh Cabral after Shetye leaked a starred question by Cabral on his social media account even before it could come up in the Assembly session.

Benaulim MLA Churchill Alemao and Aldona MLA Glen Ticlo also raised their concerns over the matter.
